Inspired by the famous tale The Little Mermaid by Hans Christian Andersen, this adaptation will offer a revisited and dramatic version of the story. It takes place in 1926 in Gyeongseong (present-day Seoul), at the height of the Japanese occupation.
Mun Ka-young has been approached to play Heo Su-aa young maid born into a pro-Japanese family in Gunsan. In love with the sea and convinced she's a fish, she leads a modest life without ever having known love. But a tragic event causes her to lose her voice and plunges her into a desire for revenge.
On his side, Choi Woo-shik is in talks to play the role of Kang Ui-hyeona man determined to fight for his country's independence. Owner of a photo studio, he secretly works as a spy, specializing in code-breaking and clandestine photography.
Gong Seung-yeon has reportedly been offered the role of Yoon-hwa, the daughter of a wealthy pro-Japanese family in Gunsan. Although she comes from a privileged background, her character stands out for the special attention she pays to Su-a, one of the household servants. A figure of support and moral guidance, Yoon-hwa plays a decisive role in the young heroine's journey and choices.
